Il Presidente Cristian Camisa è intervenuto alla riunione della Task Force dazi presieduta dal Vicepresidente del Consiglio e Ministro degli Affari Esteri e della Cooperazione Internazionale Antonio Tajani.
Al centro della riunione, l’aggiornamento da parte del Ministro Tajani sulle relazioni commerciali transatlantiche alla luce della recente sentenza della Corte Suprema statunitense sui dazi “reciproci” e delle conseguenti misure annunciate dall’Amministrazione USA.
Nel corso del suo intervento il Presidente Camisa ha ribadito la preoccupazione delle Pmi Industriali, per le quali, “più ancora del livello dei dazi, pesa il clima di incertezza che si è determinato negli ultimi mesi” ed in particolare “la variabilità del quadro normativo e commerciale che rende più complesse le scelte di investimento e di pianificazione sui mercati extraeuropei”. “In questo clima – ha aggiunto -, il tema dei dazi non è l’unico perché la svalutazione del dollaro sta incidendo in maniera pari o superiore e questa è un’aggravante importante”.
 
Tra le proposte portate dal Presidente, un credito di imposta pari al 20% che vada a compensare i dazi, la sospensione dei cosiddetti dazi autoimposti ovvero quelli legati al Green Deal e al Cbam nonché la creazione di un hub negli Usa per abbattere i costi di distribuzione che per le Pmi sono un costo importante. È inoltre necessario un chiarimento sul tema del recupero dei dazi Ieepa. Per Confapi, inoltre, bisognerebbe valutare un pacchetto nazionale di strumenti che possano rappresentare un ponte di liquidità che copra i rischi legati alla cancellazione delle commesse che sia di fatto in sinergia con Sace e Simest e che sia focalizzato sulle Pmi.

Unionchimica Confapi: sottoscritta ipotesi accordo per rinnovo Ccnl

È stata sottoscritta ieri l’ipotesi di accordo per il rinnovo del CCNL Unionchimica-Confapi con Filctem-Cgil, Femca-Cisl e Uiltec-Uil, relativo ai settori della Chimica, della Plastica e Gomma, degli Abrasivi, della Ceramica e del Vetro. Il contratto, scaduto il 31 dicembre 2025, interessa oltre 2.800 aziende e più di 50.000 lavoratrici e lavoratori su tutto il territorio nazionale. La vigenza del nuovo CCNL copre il triennio 2026-2028, con decorrenza dal 1° gennaio 2026 e scadenza al 31 dicembre 2028.

L’accordo prevede incrementi retributivi ai livelli medi dei settori interessati pari a: 237 euro per il settore Chimico; 208 euro per il settore Plastica e Gomma; 201 euro per i settori Abrasivi, Ceramica e Vetro. Gli aumenti sono stati definiti tenendo conto dell’andamento inflattivo e con l’obiettivo di tutelare il potere d’acquisto delle lavoratrici e dei lavoratori occupati nei comparti rappresentati. Il rinnovo interviene su diversi istituti contrattuali, con particolare attenzione ai temi dell’Intelligenza Artificiale, degli Appalti, della Salute e Sicurezza, al comporto per i lavoratori disabili e al miglioramento del trattamento economico per il congedo parentale.

Elemento innovativo del nuovo CCNL è la regolamentazione del cosiddetto “Tempo Tuta”, tema particolarmente sentito nei comparti di applicazione del contratto, al quale le parti hanno voluto dedicare un intervento specifico per prevenire contenziosi a livello aziendale e garantire maggiore certezza applicativa.

“Il rinnovo del CCNL in tempi così brevi dalla data di scadenza e le materie definite sulle quali si è concentrato il negoziato, che doveva dare risposte a una piattaforma sindacale articolata e complessa – ha dichiarato il Presidente di Unionchimica Confapi, Delio Dalola – dimostrano la responsabilità di Unionchimica Confapi e delle aziende rappresentate nel ricercare sempre, con Filctem, Femca e Uiltec, soluzioni condivise per evitare il prolungamento della trattativa e incertezze per le imprese. La parte economica definita – ha concluso Dalola – tiene conto dell’andamento inflattivo e vuole essere una risposta seria alla salvaguardia delle retribuzioni delle lavoratrici e dei lavoratori occupati nei settori rappresentati”.




Congiunturale: per pmi industriali fiducia limitata in prospettive di sviluppo

Maggior attenzione alla difesa e alla gestione dell’incertezza che a strategie di crescita espansiva, con una fiducia ancora limitata nelle prospettive di sviluppo nel medio termine. È questo il sentiment che emerge dall’analisi congiunturale del 2025 realizzata da Confapi. L’analisi si basa sulla survey periodica condotta da Confapi su un campione di circa 2.000 midcap e Pmi Industriali ampiamente rappresentativo delle circa 116.000 aziende industriali associate e localizzate in tutte le regioni italiane.
Il 31,66% delle imprese intervistate prevede un andamento di mercato stabile, indicando aspettative di continuità più che di cambiamento. Il 28,72% vede prospettive di crescita, ma prevalentemente moderata: la crescita forte è percepita come poco probabile. Sul fronte opposto, il 30,61% prevede una contrazione del mercato, percentuale bilanciata con le imprese che prevedono crescita. Infine, il 9% dichiara di non saper fare previsioni e rafforza l’idea di un contesto economico complesso. Per il primo semestre del 2026, le previsioni degli imprenditori su produzione e fatturato delineano un quadro complessivamente improntato alla stabilità. Oltre la metà delle imprese (53,29%) prevede livelli sostanzialmente invariati di produzione rispetto al periodo precedente, una quota non trascurabile (23,58%) ne attende un aumento, mentre il 23,13% prospetta una diminuzione. La maggioranza degli imprenditori (52,11%) prevede un fatturato stabile, mentre il 26,37% si attende un incremento. In merito agli ordini attesi, viene confermato un quadro di prevalente stabilità, accompagnato tuttavia da elementi di cautela. Il 51,81% prevede che i volumi degli ordini rimarranno sostanzialmente invariati il 27,08% si mostra invece ottimista, ipotizzando un aumento, mentre il 21,11% prevede una diminuzione.

Solo il 20,63% degli imprenditori intervistati dichiara di prevedere nuove assunzioni nel 2026 mentre gran parte delle imprese (82,08%) non prevede di ricorrere agli ammortizzatori sociali.
La maggior parte delle Pmi industriali nel 2025 ha mantenuto stabile la propria forza lavoro, con il 58,75% delle imprese che non ha apportato modifiche all’organico. Il 25%, ha assunto nuovo personale.
Per quanto riguarda le previsioni dell’export, le aziende mostrano una chiara preferenza per l’Europa (36%), scelta per prossimità geografica e minori rischi operativi. Il Nord America (17%) si conferma mercato strategico ad alto valore, mentre il Medio Oriente (13%) emerge come area di crescente interesse.
In merito agli investimenti: il 36,31% delle Pmi industriali prevede di effettuarne di nuovi. Tra gli ambiti di investimento, emerge con chiarezza la priorità assegnata all’acquisto di nuovi impianti e macchinari, indicata dal 57,89% delle aziende investitrici, seguono il rafforzamento delle competenze del personale (25,15%), elemento chiave per sostenere i processi di innovazione, e la transizione digitale (21,05%), sempre più centrale per l’ottimizzazione dei processi aziendali.

 
Per quanto riguarda i dazi, la maggioranza delle imprese intervistate (78,34%) non prevede impatti rilevanti dall’introduzione dei dazi statunitensi, mentre circa un quinto (21,66%) si attende conseguenze sulla propria attività.  È quanto emerge dall’analisi congiunturale del 2025 realizzata da Confapi. L’analisi si basa sulla survey periodica condotta da Confapi su un campione di circa 2.000 midcap e Pmi ampiamente rappresentativo delle circa 116.000 aziende industriali associate e localizzate in tutte le regioni italiane.
 
Tra le aziende che prevedono un impatto emerge soprattutto preoccupazione per l’aumento dei costi delle materie prime e dei componenti importati (46,07%) nonché per la riduzione della competitività sui mercati esteri (41,57%). Sul fronte dei costi operativi, oltre la metà delle imprese prevede un aumento moderato (38,46%) o significativo (13,85%), mentre quasi un quarto non si attende effetti rilevanti.
 
Più in generale, il contesto inflazionistico legato ai costi energetici e alle materie prime continua a rappresentare una variabile critica per le Pmi industriali, con potenziali ripercussioni sulle strategie produttive. Il 60% degli intervistati si aspetta dei rialzi.
 




Crediti Iva è vittoria del buonsenso

“L’approvazione in Commissione Finanze del Senato della risoluzione sullo sblocco immediato dei crediti IVA per le imprese in crisi di liquidità è una vittoria del buonsenso che accoglie le grida d’allarme lanciate da mesi dal mondo delle piccole e medie imprese industriali.” Con queste parole, Cristian Camisa, Presidente di Confapi, commenta favorevolmente il via libera all’atto che impegna il Governo a superare il “circolo vizioso” della fideiussione obbligatoria.
“Fino ad oggi – spiega – molte PMI industriali si sono trovate intrappolate in un meccanismo perverso: lo Stato deve loro somme ingenti (crediti IVA strutturali), ma per restituirle richiede una garanzia fideiussoria. Tuttavia, le banche non concedono tale garanzia proprio perché l’impresa, non incassando il proprio credito, presenta una momentanea crisi di liquidità e un’erosione del patrimonio netto”.
“Lo Stato non ti paga perché sei in difficoltà, ma sei in difficoltà proprio perché lo Stato non ti paga – precisa Camisa – Chiedere una fideiussione a un’azienda a cui mancano i propri soldi è un ostacolo burocratico che ha rischiato di spingere verso il fallimento realtà produttive che sono invece sane e vitali.”
La risoluzione approvata oggi, su iniziativa del Presidente della Commissione Finanze del Senato, Massimo Garavaglia, introduce due pilastri fondamentali per la salvaguardia del tessuto produttivo: o una “corsia d’urgenza” per la verifica dei crediti IVA spettanti, con erogazione immediata entro due mesi dalla richiesta, o in caso di esito positivo della verifica, l’impresa non dovrà più presentare costose fideiussioni bancarie o assicurative, o l’Agenzia delle Entrate dovrà valutare la solidità dell’azienda non solo sulla base del bilancio passato, ma sulla continuità aziendale e sulla capacità di generare fatturato.

“Accogliamo con estremo favore l’impegno chiesto al Governo per una circolare interpretativa che riconosca la “crisi da credito IVA”. Non possiamo permettere che i dipendenti vadano a casa e che i libri finiscano in tribunale solo perché la burocrazia è più lenta delle necessità del mercato,” conclude Camisa “Ora ci aspettiamo che l’Esecutivo voglia dare seguito immediato a questo atto, trasformando i principi del Codice della Crisi d’Impresa in ossigeno reale per le nostre PMI industriali”.
 
 
 




DL energia. Camisa: segnale positivo ma non basta

“Il Decreto Legge Energia approvato ieri dal Governo, secondo le prime anticipazioni, delinea un quadro di interventi che sembra dare una prima risposta concreta alle nostre sollecitazioni. Sono nel complesso misure necessarie, e ne diamo un giudizio positivo, ma ancora non sufficienti per permettere alle nostre PMI manifatturiere di recuperare la competitività perduta rispetto ai partner europei e ai competitor extra-UE. Auspichiamo che il testo finale non subisca annacquamenti perché le nostre imprese hanno bisogno di certezze, non di interventi spot”. Lo dichiara il Presidente di Confapi, Cristian Camisa.
“Entrando nel dettaglio delle singole misure – aggiunge – il decreto affronta finalmente il nodo del costo dell’energia attraverso il taglio della componente ASOS per le PMI in Media Tensione (MT), finora escluse dai benefici riservati alla Bassa Tensione o ai grandi energivori. Si tratta di una misura fondamentale che Confapi ha chiesto con forza per eliminare, seppur temporaneamente, il peso degli oneri generali di sistema che grava per circa il 15-20% sulla bolletta delle industrie manifatturiere, meccaniche e plastiche innanzitutto. Tuttavia, l’abbattimento di circa 45 €/MWh è un sollievo che deve diventare strutturale: la manovra si muove timidamente verso modelli europei dove la fiscalità generale copre i costi di sistema, ma il percorso è ancora lungo”.
“Positivo – dice ancora il Presidente di Confapi – il giudizio sui PPA (Power Purchase Agreements) resi accessibili alle piccole realtà tramite contrattazioni aggregate. L’idea che il GSE agisca come garante di ultima istanza, supportato da SACE, risponde direttamente alle nostre proposte. Accogliamo con favore lo strumento, ma saremo intransigenti sull’attuazione pratica: non possiamo permettere che l’efficacia della misura sia frenata da eccessi burocratici. Lo strumento deve essere snello, o resterà una scatola vuota. Anche le semplificazioni per il repowering in aree industriali sono giudicate un passaggio importante per l’autoproduzione, ma restano una soluzione parziale se non inserite in un piano più vasto”.
“Confapi – conclude Camisa – è critica sull’impatto del sistema ETS2. Sebbene il decreto introduca misure di decarbonizzazione, il rischio di un nuovo aggravio sui costi energetici è altissimo. La transizione non deve trasformarsi in una tassa sulla produzione. Chiediamo trasparenza totale sui costi ETS2 in bolletta e meccanismi che proteggano la liquidità delle imprese, evitando odiose doppie tassazioni per chi è già in regime di opt-out. Con un prezzo all’ingrosso italiano fermo a 107 €/MWh, contro gli 87 euro della Germania e i 63 della Francia, ogni ulteriore carico è insostenibile”.
 
 



Presentazione ricerca E.B.M. metalmeccanici

Inviamo alle aziende associate i risultati della ricerca Il lavoro nelle PMI della metalmeccanica: un’indagine conoscitiva presso le imprese e i lavoratori”, promossa dall’Ente Bilaterale Metalmeccanici (E.B.M.) e realizzata in collaborazione con REF, società che opera con ricerche e consulenze personalizzate ed osservatori indipendenti.
 
L’iniziativa è stata presentata il 19 gennaio scorso presso il CNEL, alla presenza del Ministro del Lavoro e delle Politiche Sociali, Marina Calderone, dei Segretari Generali Nazionali di FIM, FIOM e UILM e della Presidenza di Unionmeccanica, a conferma della rilevanza istituzionale dei temi affrontati.

Tutto esaurito per Stefania Auci ospite di Confapi Lecco Sondrio

Sold out da due settimane per l’incontro con Stefania Auci in programma questa sera, alle ore 19.00, presso la sede di Confapi Lecco Sondrio, per la presentazione del romanzo “L’alba dei leoni” (ed. Nord), evento organizzato in collaborazione con La Libreria Volante di Lecco.
L’autrice della celebre saga dedicata alla famiglia Florio torna a Lecco dopo sette anni, in un momento di straordinario successo editoriale. Dopo “I leoni di Sicilia” (2019) e “L’inverno dei leoni” (2021), Stefania Auci completa il racconto delle origini di una delle più importanti dinastie imprenditoriali italiane con “L’alba dei leoni”, attualmente il libro più venduto in Italia. Il romanzo ripercorre la nascita dell’impero Florio, costruito partendo dal nulla, diventato simbolo di visione, coraggio e spirito d’impresa.

Con questo appuntamento Confapi Lecco Sondrio prosegue il percorso avviato nel 2022 dedicato al racconto della storia imprenditoriale italiana attraverso la letteratura. Tra gli incontri precedenti, l’associazione ha ospitato Alessandra Selmi con “Al di qua del fiume”, dedicato al villaggio operaio di Crespi d’Adda, Lorenzo Bonini e Paolo Valsecchi con “La casa di ferro e di vento”, sulla storia dei Badoni, e Silvia Cinelli con “L’elisir dei sogni”, che ha raccontato al pubblico lecchese le origini della famiglia Campari.
